Painting Plaster Walls Old House

Do i need to do a primer coat like all the suggestions for fresh. I plan on washing it all down with sugar soap then filling in the cracks and holes and sanding it down. In the 6 years she's lived there, she's had her plaster walls on the ground level painted 3 times by different contractors.
